The Republic of Croatia has obtained financing in the amount of US$
750,000 equivalent from the International Bank for Reconstruction and
Development (IBRD) toward the cost of the Project Preparation Facility (PPF)
for the Revenue Administration Modernization Project, and it intends to apply
part of the proceeds to payments for consulting services and minimal equipment
to be procured under this project.
The PPF is envisaged to include the following components:
Component A. Organization, Management and Policy Support
This component will finance consulting services to improve the structure,
functional organization and communication strategy of the Croatian Tax
Administration (CTA).
Component B. Human Resource Management and Integrity Systems
The component will finance consulting services to develop the Human Resource
policy and the capacity the human resources department of the CTA.
Component C. Tax Procedures, Systems and Database
This component will finance consulting services for the introduction of an
adequate taxpayer registry system based on a unique taxpayer identification
number (TIN) and for improvement of the existing Management Information Systems
of the CTA.
Component D. Means Testing
The component will finance consulting services to develop and implement a
methodology for means testing for social benefits using information from tax
records.
Component E. Project Management
The component will finance consulting services and minimal equipment for
strengthening the project implementation capacity of CTA.
Procurement of contracts financed by the IBRD will be conducted through the
procedures as specified in World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits May 2004, and is open to all eligible bidders as
defined in the guidelines.
Consulting services will be selected in accordance with the World Bank’s Guidelines:
Selection and Employment of
Consultants by World Bank Borrowers May 2004.
Specific procurement notices for contracts for consultancy services will be
announced, as they become available, in UN Development Business and DgMarket,
Croatian official Gazette Narodne Novine, and on the web site of the
Croatian Tax Administration.
